The 403 is a forbidden error so perhaps you need to check the folder permissions. Make sure the folders are writeable through whatever means you do that in MacOS. (on a web server, under Linux that would normally be CHMOD 755).
To confirm, you're installing joomla in a folder called "joomla" within htdocs?
So the path name would be c:\xampp\htdocs\joomla or something similar (I'm thinking about this from a Windows perspective, I assume MacOS has similar method). The URL being http://localhost/joomla.
